Under 3% of recruiters happy with IR35
Under three per cent of recruiters think the IR35 tax system should stay how it is, new figures have revealed.

A survey by the Recruitment and Employment Confederation (REC) found that 92 per cent of those in affected areas who responded said the legislation is not currently effective.

Thirty eight per cent of those surveyed said the IR35 rules should be changed, with almost half saying the system should be axed completely.

The two most common complaints regarding the system were found to be the lack of certainty as to whether a contractor was within the IR35 criteria or not and how the rules could be open to interpretation.

Jeff Brooks, REC technology chair, said: "IR35 has been an awkward, unsatisfactory attempt to tackle the problem of disguised employment ever since it was set up in 1999. These survey results make it plain that the recruitment industry would not accept anything less than a serious overhaul of the current system."

Meanwhile, research by Uhy Hacker Young Chartered Accountants revealed that complaints about HM Revenue and Customs have rocketed by 313 per cent in just two years.
